What it is

A lockup is the fixed spatial relationship between the parts of a logo: symbol, wordmark, and sometimes a tagline or descriptor. The gap, the alignment, and the relative sizes are all specified once, and from then on the whole thing scales as a single locked object. Move one piece and it stops being the logo.

You reach for the word when handing files to other people. 'Use the horizontal lockup' means: take this exact arrangement, do not rebuild it. Guidelines usually express the spacing in a unit taken from the mark itself (half the icon width, one cap height) so it survives any size.
